 the 17-nation bloc's economic recovery is losing steam... - "Losing steam" means that the recovery is getting weaker.

the index is slipping in the wrong direction... - "Slipping" in the wrong direction means a gradual decline. 

counteract concerns over deflation... - If you "counteract" something, then you act against something so it has less power or force.
