...prevent a debacle... - A debacle is a disaster. 

The economy, already sputtering... - An economy that is "sputtering" is barely growing. 

shoddy government planning... - "Shoddy" planning is poor, not very organized, planning. 

if any of those things go horribly awry... -  If things go "horribly awry, " things do not go well or as planned.
