But simmering cybersecurity tensions... Simmering, like a pot of stew, means hot. So, tensions are very high. 

For years, China has lagged... To lag means to be behind, not up to date. So, in this case, China "is behind...."


...hodgepodge standards... Hodepode means a confusing mixture. Thus, "hodgepodge standards" are not very standard or uniform at all.
